Shard stone keeper and Kul the reckless

Hi, my character Deyline has done wg quests and participated in the wg events but now I can no longer get the buff it seems and I can't collect any shards either. Aslo a quest in the Argent tournament Grounds is bugged as well. I can't seem to do the quest because the door for Kul is always open and no matter how many times I go bk it never closes, can u help me here plz? I would like to start collecting both shards again and being able to do the quest as well.
