Implement a branch permission option to disallow the PR author from approving his own PR

In situations where mandatory peer reviews (someone else besides the author) are needed, it should be possible to configure the branch permissions to disallow the author from self approving his own PRs.

    @Joel Cohen - there has been no change; author approvals have never counted towards the minimum.

    Assuming you have "Prevent a merge when there are unresolved merge checks" enabled, you should not be able to merge your pull request if the author self-approved.

    Note: if "Prevent a merge when there are unresolved merge checks" is not enabled, you will still be able to merge.
