Enforce email address domain on commit

As an admin, I would like to to enforce that commits to our repositories have an author email address with a specific domain name.

This is necessary for cases where clients have different repositories for different clients, and it is needed to switch the email that is associated with the commit to match the one associated with the client, in order to prevent a bad commit from ending up in the repository.

At this moment is is only possible to create a client side hook.
