Branch permissions - unable to allow initializing a branch without granting full write access

We would like the ability to initialize a new release branch in a product where we support multiple active releases, but we still want to retain the ability to make changes to release branches go through pull requests. Is this possible given the current branch permissions model?

As it is, we've had to add some explicit permissions to allow certain individuals to create these branches.
