Support organization-managed SSH keys (Atlassian Access / Identity Manager) for Bitbucket Cloud

Currently Bitbucket Server allows for organizational managed SSH keys, as well as tools to troubleshoot and add SSH issues.

With Atlassian Access and Identity Manager, perhaps there could be a possibility to manage a user's SSH keys (along with the account)
