Approval webhook doesn't trigger after pr update resets approvals

1. Create PR
2. Approve
3. Push update to code (make sure it resets approvals)
4. Approve again

Trigger set to fire on PR create, updates, unapproves, and approves

Expected behavior:
4 triggered events, one for each step

current behavior:
Only 3 triggered events, 4th step does not trigger webhook

Expanding on the issue description: 

When using the "Reset approvals when the source branch is modified" feature of branch permissions. As expected Bitbucket resets the approvals on a push, however  they are reset in a way that means it approving the PR again will not trigger the webhook for PR approval event.

Workaround until the issue is fixed: 

The user can trigger the webhooks by "unapproving" and then "approving" the PR again
