Add the ability to set default branch for pull requests

In our repos we use gitflow and have the default branch set up on master as you'd expect. What is slightly annoying is generally pull requests get raised to develop 90% of the time, but every time we create a PR the default target is master instead. It would be amazing if it was possible to configure the default target branch for pull requests in a similar way that you can set default reviewers etc.
