Build Update rejects Jenkins URL

When hitting the /api/2.0/repositories/ACCOUNT/REPO/commit/COMMIT/statuses/build endpoint, URLs that may be locally valid are rejected.

In this users' case, http://munprdjenkins1:8080/job/Discovery-Service-Dev/171/ resolved locally. But, the API rejected it.
