Non-Project member commiting code to repository

Hello,
We noticed that one of the non-project member ( who do not have access to bitbucket repo but have access to Jira ) is able to commit code to repository.

In the repository commits, he is referred as "Author not mapped to bitbucket user".

Please let us know how to restrict such commits ?
