Add a new option to disable auto build in every commit.

It can be cumbersome and easy to forget to constantly add the "[skip ci]" tag to the git commit message if we want to not trigger the commit build in Pipelines.

There should be a new option in the UI to allow us to perform the exact thing.

    Can you help me to understand more about your specific use case for skipping the build when you make changes to your repository. With CI, the idea is that all changes are automatically built and tested so that developers get fast feedback on their changes.

    • What is your use case for skipping builds?
    • What determines whether a build runs or not for a set of changes?

    We're currently working on adding support for running pipelines only when a PR is open for the branch. Is that something that would suit your use case?
