Pull requests generated from <repo>/branches show incorrect commits

I've noticed a bug where pull requests generated from the list of branches ( <repo url>/branches) show a full list of all commits back to the creation of the project. This is clearly incorrect, and the PR needs to be declined

There is a workaround - PRs created while looking at a branch only give a list of the commits on that branch.
