Warn when a PR requires at least one review to merge it but no reviewers have been added.

I would add a highlight to the reviewer field when the merge requires at least one review to be made but no reviewers were added to the pull request. It might just be me, but I sometimes find myself awaiting a review just to do a face palm because I've forgotten to add a reviewer to the PR.
