Cloning via BitBucket interface doesn't pull in all csets

The repo has three heads, each on their own named branch. If I clone it locally with hg I see all three heads. If I fork/clone it via the Bitbucket interface, the resulting repo only has a single head.

Is this an intentional design decision, or a bug?

    Forking from tip should now pull in closed branches.

    Forking from a specific revision will discard closed branches, which is something Mercurial itself does.
