PR comments on initially-hidden lines are hidden

Similar to BCLOUD-5196

To reproduce:

1. Create a PR
2. Show some lines that were originally not shown (not edited)
3. Comment on one of those lines
4. Reload the page
5. Comment isn't visible

You can go find the comment through the Activity tab, but on a busy PR, this is likely to become lost
