Branch permission options are not present until a user or group has been entered

When adding a branch permission, the options to "Allow rewriting branch history" and "Allow deleting this branch" are not present until a user or group has been entered providing no information to the user that such an option might become available. If these options were disabled and grayed out then users would know that they are there.
