Some UI components are not accessible

Description

Some UI components are not initialized

Among them:

• deployments
• settings/webhooks
• settings/pipelines/*

Tested in environments

Browsers (latest versions to 2018.01.05):

• Chromium
• Warefox
• Brave

OS:

• Ubuntu 18.04 / KDE

Ad blocking and extensions:

• disabled

Steps to reproduce:

1. Ensure to be logged to https://bitbucket.org\\
   and have a repo created
2. go to repo settings page (https://bitbucket.org/YOUR_USER_SLUG/YOUR_REPO_SLUG/admin)
3. choose Webhooks tab

Expected: content in the right pane
Actual result: empty page
