Allow users with write access to create variables

As per the title - today if it is necessary for someone with write access to add a new environment variable or deployment variable, it's necessary that this person contact the admin of their repository, which can be disruptive.

It would be great to allow users with write access to modify Pipelines environment
or deployment variables.
