Don't show the "Quickly access test results" call-to-action if a pipeline is already configured to upload test results.

Personally, I found it very confusing that the tests tab only shows up if there are any failures.

In addition to that, the tooltip on the "plus" makes it sound like I've set up something wrong in my pipeline, when in reality everything is just fine. pipelines found my tests, parsed them and identified zero failures.
