Patch Queues - Delete and Reuse Errors (BB-804)

Hi,

I create a patch queue with a name of, say "fubar", and accidentially commit up the wrong stuff, I try to delete the patch queue and it works.

However, I can't reuse the name "fubar" for the patch queue since BB seems to think that this repo is still alive.

I have to delete my main repo, recreate it, then go and create a new patch queue again...
