For HG repos with Jira integration - branch name cannot be 40 characters exactly

Issue: for HG repository that has a Jira Cloud integration, if the branch is created with exactly 40 characters long, Bitbucket sees it as a SHA1 and this will cause issues and lead to errors when creating PR using Bitbucket UI

Workaround: when creating a branch from Jira issue, users need to make sure the branch name is either More Than 40 characters or Less Than 40 characters, but never = 40.
Then you will not run into issues with Pull requests and merges.

This only affects mercurial repositories with Jira Cloud integration when creating branches from Jira issue.
