Email Notification reply doesn't send another email notification.

Currently, if you have watched an object (issue, repository, etc) and reply to a notification via email, the comment will be added. However, there are no email notifications being sent to those who are watching that specific object.

Steps to reproduce:

1. User A creates an issue tracker in a repository.
2. User B then watches the issue tracker and the repository to receive notifications.
3. User A adds a comment in the issue tracker
4. User B receives an email notification that someone added a comment.
5. User B then added a comment by replying via email
6. Wait for 5-10mins. No email notification sent to User B. But the comment was added into the issue tracker.

• This also happens for comments in PR, and comments for commits.
  • For commit's comments, when replying via email the comment is not even added to the commit.

Expected Result

All users who have watched a specific object will receive an email notification when someone adds a comment via email.

Actual Result

All users who have watched a specific object are not receiving an email notification when someone adds a comment via email.
