Why does bitbucket warn about forks? (BB-806)

When forking a project (to work on), I'm confused about why it gives such a hard sounding warning.

Is it that Hg branches are expensive (in disk storage?). Maybe the warning should be changed to something more like:

"FORKING is for when you want to have your own copy to work on and modify. If you just want to change a local copy, and have no intentions of pushing changes back upstream, you don't need to fork".

Or some other text about how to make the decision whether or not to fork.
