Pipeline hung/timed out whilst doing git pull / build setup

Our pipeline hung during the build setup phase and eventually timed out after 2 hrs automatically. This has happened a few times in the past on various steps where the pipeline would just stop after completing a command successfully.

Furthermore, will we be charged for the credits that we didn't use?
