Cannot add groups to repository, can't select groups

The select group drop down doesn't work, it only contains a text label 'select a group' and no actual groups. Because of this you can't add a group to a repository.

Tested in chrome 72.0.3626.121 and firefox 65.0.2 running on Windows 10.
