Allow steps to skip git pull

The purpose would be to speed up steps, where source is not required at all.
Some use cases:

• Docker image validation
• Remote automated acceptance testing (to already deployed location)
• Notifications / hooks / automation scripts
• Deployment steps, not using the source code
