Queue pipeline builds per deployment env

Our app builds then deploys to S3 for Elastic Beanstalk.

Quite often we get a couple of merges happening around the same time. This causes the second build to be paused. It would be awesome if they could be queued and then run when the first one completes.

GitLab has something similar, although it can also be set to cancel the first build if a second one appears.

    Thanks for reaching out and for the suggestion. I can see why this would be valuable.

    We're currently tracking this feature request on issue #16304. As mentioned on that ticket though, the users that have concurrent builds running and have their builds paused is a small set of users, so we've decided to not support queuing of builds for now.

    If this feature is something that you're interested in seeing, I encourage you to watch / vote for that ticket. The votes on a ticket help us gauge the number of users who are interested in seeing the feature and help us to prioritise the feature request.
