When Issue is assigned to another user the description is added into comment

A description is unnecessarily added to the comment when issue is assigned to another user. It should be optional. Previously it was great now the extra comment is unnecessarily added which user have to manually clear. If user doesn’t clear it and add it to comment then it looks bad in activity area. Please fix this issue.
