Unable to create mercurial branch from default branch from Bitbucket UI

My problem is that i am unable to create branches from my master branch (since i use mercurial it is default branch, which is set production and main) using Jira and Bitbucket UI. When i click create branch, somehow my first branch that i get is staging that is development branch, once i change to default submit button becomes inactive. Tried to debug it using js, but it is too much work . When i want to change back to staging it says that it cannot find the branch.
