The "Create Issue" button initially gives focus to the "Title" field but then quickly forces it to the "Description" field

This means usually I am able to type a couple of characters into Title, and then suddenly I am typing in Description.

The previous behavior as I recall it, and the correct behavior in my opinion, is not to have Description call for focus at all. Title is the required field.
