A way to identify only new commits in push webhook payload

From the the commits section in the docs for push:payload:

If someone created the reference recently, it could have commits that have been pushed to the repository, but they have not been pushed to this specific reference. If that is the case, the array includes these previously pushed commits as well.

Any way to distinguish between commits made to this ref and ones that were made before it was created?
