Duplicate workspace ID handling

If someone changes their workspace ID and someone else attempts to create an account with that same ID, an error code is thrown instead of saying that the ID is unavailable.

This does not happen when a username is a duplicate, for usernames Bitbucket says that there is already an account with that name
