Administrator can't see my Account to assign me permissions in a repo.

I created a Jira account, with this same account I accessed to my Bitbucket account but my Administrator can’t see my user, so he can't give me permissions to specific repo, in fact when he checks the users to give permissions, I don’t appear in the list, he add my email ( already register ) and allow it but saying to create a new account, he tried to send me the email just for check the case, but i never received that email.
