Do not send e-mail invitations for repository invitations

The behavior that we currently have for invitations is that when you add a user to your repository or group, it sends an invitation to that user first.

This feature request is to add the ability to opt out of this invitation and allow users to add other users to repositories or groups without sending an e-mail invitation.
