hg clone fails with HTTP Error 414: Request-URI Too Large

A repository that contains many heads (mine has 318 at the moment) is impossible to pull or push via HTTP. Only SSH method works.

This is a result of the Mercurial bug http://mercurial.selenic.com/bts/issue2126 but can be worked around be increasing URI length limit of the HTTP server.
