Users not showing up when trying to add users to user groups

When I try to add users to a new Group, intending to add more specific access controls to a repository, entering the User’s common name in the dialog says “No such user” and entering their email sends a new invite not recognizing the existing user. Effectively not working for adding users to groups at this time.

This has been happening since around 10:30am Pacific time, still going on.
