Allow users to delete their Bitbucket account without deleting the Atlassian account

Problem Definition

At the moment, deleting a Bitbucket account will also trigger the deletion of the Atlassian account with the same email.

This is not always desirable, as sometimes the user may have access to JIRA or Confluence Cloud with the same email (Atlassian account) and want to keep this one and delete only the Bitbucket account.

Suggested Solution

For non-managed accounts, allow users to delete their Bitbucket account with the option to retain the Atlassian account, if they want to.

For managed accounts, allow admins to delete a user's Bitbucket account without deleting the user's Atlassian account.

Workaround

Contact Bitbucket Cloud support to have only the Bitbucket Cloud account deleted.
