(BBS-109950) Pipelines doesn't allow deployments through builds if PR's source branch matches the branch restriction.

If a build is started from a PR where the source branch matches a branch that is allowed to deploy on the deployment branch permissions, this build will not allow proceeding with deployment, despite matching the branch on the deployment branch permissions.
