Ability to add a default issue content (BB-658)

A nice enhancement might be the ability to set a default content for issue reporting. This will add the ability to tell people what info you want about the bug.

Example:

What steps will reproduce the problem?

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
