Add -*- rst -*- as a valid preamble for ReStructuredText

Could -- rst -- be added as a preamble for README's that contain ReStructuredText? This is what Emacs uses for the preamble since the mode is called rst.el.

    I realise I wasn't very clear in my original report. #2288 is about better ReStructuredText support in general. This ticket is just about the README files preamble. Currently if a README has -*- restructuredtext -*- it is rendered as HTML on the source page. I am just requesting that -*- rst -*- do the same since that is the preamble used by emacs.
