Creating patch queue doesn't copy all settings for original repo

If you create a fork of a repo, the admin settings are all correct in the fork-form.

The same does not apply for all fields when you create a patch queue.

To reproduce:

1. Set wiki and issues private for a repo.
2. Click "fork" on that repo. Notice that the checkboxes for wiki and issues private are checked.
3. Click "patch queue" for the same repo. Notice that the checkboxes for wiki and issues private are not checked.
