Steps to reproduce

Using IE9, navigate to a closed issue

Scroll to the bottom

Try to set the state back to "New" or "Open" by clicking on the drop down list.

When you click on the drop-down with the mouse, it appears for a split second and then goes away.

Note that you CAN change the state by using the keyboard to navigate to the drop down and using the arrow keys.
