Quote formatting in issue tracker (BB-351)

I often find myself having to quote text in an issue and the lack of quote formatting in the issue tracker makes it difficult. The "{}" formatting doesn't cut it because it doesn't wrap.

Could we please have that? Or did I miss something and it's already there? I tried "> " and it doesn't seem to work.
