Issue tracker custom queries are broken (BB-2696)

Since this week in some cases the filtering is broken somehow. If I select multiple options like

{{{
.../issues?status=open&status=new&responsible=someone&responsible=
}}}

then the results aren't correct anymore, i.e. too few results appear.
