REST API: Add support to get list of users that a user follows (BB-3032)

Hi there,

The overview on the followers api (http://confluence.atlassian.com/display/BITBUCKET/Followers) reads:

In Bitbucket, people can follow users, repositories and issues.

Looking through the documentation, there is no resource uri for the above.

Could you please add a resource uri for this?
