[REST] API shall support filtering issues by last updated timestamp (BB-3361)

We are loading the issues of a repository into our database. This works quite well, even all issues need to be loaded to find the updated ones since last snapshot. However, with increasing number of issues this becomes an issue. .

So the proposal is to filter the issue REST with a filter "greater than", operator = ">" on the parameter utc_last_updated.

With this filter, we would only load the issues, which have been updated since last snapshot.
