Not allowing me to add new users

I have couple of private repositories hosted under my account (mayanks78). I had 5 users in some of the repositories. But recently when I tried removing one user and adding a new user, It rejected my request saying that I had passed the free limit of 5 users. But after removing one of the users, that repository only has 4 users.

I think there is some bug over here. Do let me know if you are able to fix it. Would like to help you in providing more information if needed.
