Default services for all repos in account (BB-4489)

It should be possible to define services at the account level (particularly now with team accounts), and have those service settings propagate to all repositories on that account.

For example, my team uses HipChat and we obviously want all of our repos to use the HipChat notification. Right now, that involves a painful one-at-a-time manual process of adding the service to every repo, and remembering to do it again when we add new repos.

Just as we are able to define user groups so that we don't have to do this manual process for each repository's read/write/admin access, we should be able to define default services so that we don't have to do this for each repo's services.

    I am interested in seeing this happen, as I have to go through about 50 repositories and add various services to each.

    I subscribed to BitBucket because I thought it was different than GitHub managing this. If you could do this I will completely migrate from GitHub to your service.

    That would be really awesome. You could also implement notifications for account-wide administrative events, such as creating a new repo, deleting, etc.

    +1. At the very least I would like to be able to have project-wide Webhooks to make it easy to have all changes (repository creation/deletion, repo commits, repo issue creation, etc) be pushed to services like slack, which already have bitbucket integration.

    Currently it is a pain to have to set up webhooks for each new active repo created in a team.
