Add multiple attachments (BB-5037)

I recall it was possible to attach multiple files to an issue at a time. It doesn't seem to be so any more (despite the misleading plural of the "Attach Files" submit button). This is definitely an annoyance.

n.b. Apologies if this is a dupe. I thought I'd seen an issue for this already but my queries aren't turning it up now.
