Ability to add notes when changing workflow of an issue

Previously, when the workflow controls were at the bottom of the form, you were able to add your own comments to the issue in the same action as changing the workflow (i.e. marking as resolved).

Since the UI update recently this is no longer possible.

Can it be made so that selecting a workflow action or clicking "resolve" will also submit take whatever is in the comment field and behave as it did before?
