separate access to issue tracker and source for private repositories

in private repository it is impossible to grant access to issue tracker without granting access to source code. it is possible to make issue tracker public, but sometimes this is inappropriate solution (e.g. when testing private beta version of product)

so it would be nice to extend access management with this feature
